If no suitable classification exists, follow the steps below with the prime contractor to request a new one and continue reporting weekly certified payrolls without risking compliance issues or restitution payments later:
✅ Step 1: Review Wage Determinations on SAM.gov
Go to SAM.gov → Wage Determinations.
To search, select your state and county/city, if applicable, and select the published date range that applies to your project. Here you can check to see the latest published wage rates in your area.
You may also review other wage determinations from neighboring counties and different construction types — Building, Heavy, Highway, or Residential — to understand what the typical or most comparable worker classification rates are in your area.
Use these listings to identify the closest comparable classification. For instance, if you need a “Low Voltage Technician” that isn’t listed, you might reference the “Electrician” rate from a similar determination.
✅ Step 2: Notify and Consult with the Prime Contractor on a Temporary Comparable Rate
If a classification is missing, notify the prime contractor immediately. Only the prime contractor has the authority to add or propose new worker classifications in Kaster.
Work together to identify the closest comparable classification and agree on a temporary pay rate to use while awaiting DOL approval and to continue submitting weekly certified payrolls. This collaboration ensures workers are paid fairly and prevents potential underpayment during the review period.
💡 It’s considered a best practice to apply the highest reasonable, comparable rate to ensure workers are not underpaid while awaiting DOL approval.
✅ Step 3: Submit Form SF-1444 (Request for Additional Classification and Rate)
Immediately submit a Request for Additional Classification and Rate (SF-1444) through the Department of Labor.
This form asks the DOL to review and approve the new classification and proposed rate.

✅ Step 4: Update Pay Once the DOL Issues a Decision
When the DOL approves or modifies the requested classification and rate, update the worker’s base pay and fringe benefit rates in their profile, and make sure all affected payroll records are adjusted accordingly.
If the final approved rate is higher than the provisional rate previously applied, issue a retroactive pay adjustment to cover the difference and maintain full compliance.
